Expert urges farmers to take lead on food safety


DENVER (AP) — A food safety expert told Colorado farmers Thursday that last year’s deadly listeria outbreak traced to Colorado cantaloupe proved that they cannot rely on third-party inspections to guarantee their produce is safe.

Larry Goodridge, associate professor at the Center for Meat Safety and Quality in the Department of Animal Sciences at Colorado State University, told farmers that they bear primary responsibility for food safety.

“Each farm or processing facility has to be able to assess their own risks,” Goodridge told the governor’s annual forum on Colorado agriculture in Denver. “Everybody who produces food has to be responsible for the safety of the food they produce. You cannot rely on third parties. You just can’t.”

The listeria outbreak traced to Jensen Farms in eastern Colorado last year was blamed for the deaths of 32 people. It infected 146 people in 28 states with one of four strains of the disease, according to the Centers for Disease Control and Prevention.

Lucky we live Hawaii, but we can learn a lot from gardeners on other tropical islands. Right now, we are in the Dominican Republic working with farmers on a project sponsored by the Florida Association for Volunteer Action in the Caribbean and the Americas, or FAVACA.

Voltaire Moise, who is from Haiti, is working on the uses of edible crops while I work on some of the production problems. Like the folks in the Dominican Republic, we in Hawaii can grow almost anything. We have many climates, depending on elevation and whether you are on the rain-swept eastern side or the dryer leeward part of the island.

Below 2,000 feet we grow the tropicals and above we can grow the warm, temperate and even cool season crops. Tropical fruits are the favorite for most, since they are varied and unusual.

Many of these fruits are high in vitamins, minerals and energy.

So instead of popping vitamin pills every day, we should consider fruit. Those vitamin pills on your shelf, besides being pretty expensive items, are not nearly as palatable and eye appealing as fresh fruit — especially when it is grown in your own backyard. Wet weather bears fruit for some


THIS summer’s weather may be a let-down, but Sydneysiders can enjoy some of the lowest fruit and vegetable prices in years.

”You better believe it … I’m selling four mangoes for $5. Last year it was two for $5,” said Frank Vecchio, owner of the Wynyard Park fruit stand in Sydney’s CBD. In his 20 years of business, Mr Vecchio said he has not seen such quantities of produce at fruit and vegetable wholesale markets.

The chief executive officer of NSW Chamber of Fruit and Vegetable Industries, Colin Gray, said the oversupply was caused by a decline in consumer demand due to the recent unseasonal wet weather. Consequently, wholesale and retail prices have fallen.

”The problem with the weather is that people are not buying as much, not enjoying barbecues with the fruit and salad bowls,” Mr Gray said.

In particular, the cooler weather has not enthused customers to buy traditional summer fruits such as mangoes, stone fruits and watermelons, according to Bill Chalk, wholesaler and partner of Southern Cross Produce.

He said wholesale prices for mangoes were $1-$2 per kilo compared with $5 per kilo last year and white peaches were $1-$1.50 per kilo, the lowest in years.

The Garden provides plenty at Common Ground


It’s an uncommon dining experience: you turn mauka off the highway in Kilauea, there are no advertisements, no string of cars looking for parking, no delivery trucks dropping off packaged food. No, it feels more like you have stumbled upon a 60-acre farm that happens to have a tranquil, open-air restaurant, where bananas and coconuts hang from the doors. A few feet beyond the tables are herb gardens. Beyond that is a massive garden, with rows and rows of vegetables. “You can sit down and look at where your food is coming from,” said Jay Sklar, chef and food-services director.

The Garden restaurant at Common Ground — a resource center for the community with many projects focused on sustainability — is leading the way to show what is possible for restaurants who embrace the “farm-to-fork” concept. When Common Ground — formerly Guava Kai Plantation — began the farming process over two years ago, the old guava trees, which were no longer able to produce fruit, were cut and chipped into a nitrogen-rich compost to make the soil healthy. They now continue to make their own compost with various materials on site, and mix it with oxygenated water in order to make a “tea” they spray on the crops. Sklar said they use no petro chemicals, and the practice of permaculture is used, meaning the landscaping is edible and plants are strategically placed in order to naturally benefit each other. Exotic-Food Tasting on Hawaii, the Big Island – New York Times


Hilo, Hawaii — CHERIMOYA, calamansi, rainbow papaya. Puna ricotta, poha berries, lilikoi. Lava salsa, dinosaur kale, Hamakua mushrooms. This is the exotic-food litany on the lips of pilgrims who go to the Hilo Farmers Market, held twice a week on the lush eastern side of the Big Island.

On a Saturday in mid-December I was in the greedy throng, caressing a cluster of longan, or “dragon eye” fruit; sampling a fresh, made-to-order green papaya salad; sidling up for a whiff of ripe, fragrant mango.

The Big Island, a k a Hawaii, is the biggest agricultural producer in the state. But its farming history is one of immigrant fruit — produce that is itself a pilgrim. Virtually everything that is grown in the Hawaiian islands today is an exotic, brought in from somewhere else by sailors, merchants and contract laborers; pineapple, long seen as Hawaii’s signature fruit, was introduced to the Kingdom of Hawaii in 1813 by Don Francisco de Paula y Marin, a Spanish adviser to King Kamehameha I.

On my December visit I set off in search of unusual agritourism experiences from a recent wave of Big Island farms. Though agricultural production has been geared largely toward industrial export and plantation-scale production over the last century and a half — entire crops of bananas, pineapple, macadamia nuts and sugar cane were shipped overseas, while almost everything else had to be flown in from the mainland — that mindset is shifting.

The Nuclear Regulatory Commission has ruled that more work needs to be done on an environmental assessment for a produce irradiator that’s proposed for a location near Honolulu International Airport.

The commission’s Atomic Safety and Licensing Board issued a ruling last week saying the NRC staff needs to consider alternate technology and sites in producing the assessment. The board’s decision said it expects the staff to give meaningful consideration to transportation accidents in preparing a final environmental assessment.

The ruling came after almost three years of discussion at the NRC, which has been considering Pa’ina Hawaii LLC’s request to build an irradiator that would use up to a million curries of cobalt-60 to treat local fruits such as papayas, vegetables and other items so they can be shipped to the Mainland insect-free.

Positions targeted to balance state budget

PUKALANI – Plant quarantine officials said last week that laying off more than half the state’s agricultural inspectors would create such a logjam at Hawaii ports that it could cause shortages similar to those seen during shipping strikes.

Carol Okada, manager of the Hawaii Department of Agriculture’s Plant Quarantine Branch, said she has not been able to develop a plan for how her department will continue its core functions after it loses 52 employees, 50 of them inspectors, to layoffs planned for November.

She said food shipments to Maui and the other Neighbor Islands, which because of staff shortages would now have to be routed through Honolulu for inspection, would have to sit on the docks until the state’s remaining inspectors could look at them, with the risk that some food could spoil in the unchilled containers.

State land use panel rejects plan for 12,000 homes on Ewa farms

In a rare move, the state Land Use Commission rejected yesterday a developer’s push to urbanize 1,500 acres of prime agricultural land in Ewa to create a new community of nearly 12,000 homes.

The commission voted 5-3 to declare the petition by D.R. Horton-Schuler Division "deficient," saying the developer had not followed the rules by spelling out an incremental development plan for its Ho’opili project. But it said Horton could fix its petition and try again.

"Hallelujah!" Kioni Dudley, president of Friends of Makakilo and leader of the opposition, declared after the vote. "It’s a great victory. It’s a victory for the aina. I hope the setback to the developer is permanent."

Dudley had some powerful support at yesterday’s hearing, including the state Office of Planning, which argued forcefully against the project, and the heads of the state Transportation and Agriculture departments. The commissioners also heard hours of testimony from members of the public, most of them pleading to keep the land growing fruits and vegetables for local consumption.

The Oriental Fruit Fly

The adult Oriental fruit fly is somewhat larger than a housefly, about 8 mm in length. The body color is variable but generally bright yellow with a dark "T" shaped marking on the abdomen. The wings are clear. The female has a pointed slender ovipositor to deposit eggs under the skin of host fruit. Eggs are minute cylinders laid in batches. The maggots (larvae) are creamy-white, legless, and may attain a length of 10 mm inside host fruit.

The Oriental fruit fly has been established in Hawaii since 1946 where it is a major pest of agriculture, particularly on mangoes, avocados and papayas. Maggots have been found in over 125 kinds of fruit and vegetables in Hawaii alone. A great number of crops in California are threatened by the introduction of this pest, including pears, plums, cherries, peaches, apricots, figs, citrus, tomatoes and avocados. It has been estimated that the cost of not eradicating Oriental fruit fly in California would range from $44 to $176 million in crop losses, additional pesticide use, and quarantine requirements.

Females lay eggs in groups of three to 30 under the skin of host fruits; the female can lay more than 1,000 eggs in her lifetime. Maggots tunnel through the fruit feeding on the pulp, shed their skins twice, and emerge through exit holes in approximately 10 days.

The larvae drop from the fruit and burrow two three cm into the soil to pupate. In 10 to 12 days, adults emerge from these puparia. The newly emerged adult females need eight to 12 days to mature sexually prior to egg laying. Breeding is continuous, with several annual generations. Adults live 90 days on the average and feed on honeydew, decaying fruit, plant nectar, bird dung and other substances. The adult is a strong flyer, recorded to travel 30 miles in search of food and sites to lay eggs. This ability allows the fly to infest new areas very quickly.

In excess of 230 fruits and vegetables have been attacked. Fruit that has been attacked may be unfit to eat as larvae tunnel through the flesh as they feed. Decay organisms enter, leaving the interior of the fruit a rotten mass.

Andrew Hashimoto, dean and director of the College of Tropical Agriculture and Human Resources (CTAHR) at the University of Hawaii at Manoa, gave the following testimony to the Senate Ad-Hoc Committee about the potential impacts of laying off  Department of Agriculture staff.

I am pleased to provide personal testimony relating to the potential impacts on the community and agricultural industry on the Big Island, arising from the anticipated reduction and possible elimination of the Hawaii Department of Agriculture’s Plant Quarantine Branch. This testimony does not represent the position of the University of Hawaii or CTAHR.  

Background 

The Hawaii Department of Agriculture (HDOA) has 329 “permanent” employees, of which 118 (approximately 36 percent) have received notices for layoff. 

The Plant Quarantine (PQ) Branch will be especially hard hit. It has a total of 78 inspectors and 16 technicians (aides).

Of that, 50 inspectors and two technicians (all general funded) have been given notices. The remainder (11 inspectors and 14 technicians) are paid from special funds.

Most of the inspectors to be laid off will be from the neighbor islands. Information on the number of layoffs for each of the other HDOA branches is not known. The impact of the layoff in the PQ branch is discussed.

The Rodney Dangerfield of the Economy

The room was packed, and the message came through loud and clear at the informational briefing this morning on the state of Hawaii’s agriculture industry. It was a joint meeting of the Committees on Agriculture and Water, Land & Ocean Resources.
The industry faces its more critical period ever, and without significant changes, agriculture as we know it, may cease to exist in Hawaii in the near future. Here are some of the highlights from the briefing:

Dean Okimoto – President of Hawaii Farm Bureau, Owner of Nalo Farms

Nalo Farms is at great risk. Okimoto has been working on an expansion project for a few years which he hopes to open on Monday. He has poured much of his savings into the project as he has had to pay off a loan with no incoming project revenue for the past 15 months. He says that it feels like he is losing business, not gaining business, and even the farm itself is not doing well.
The danger for the industry is that once we lose a farm, it never comes back. Nalo Farms is not alone. Several farms have closed in recent months. Part of the problem is that agriculture is like "the Rodney Dangerfield of the economy" – it gets no respect. In particular, Hawaii’s tourism industry is highly dependent on agriculture, but Okimoto believes that there is little recognition from the tourism industry, nor collaboration between the two industries.

Buddy Nobriga – President of Nobriga Ranch

Nobriga contends that the Hawaii Department of Agriculture is one of the smallest Ag Departments in the nation. The state needs a larger, stronger department that can help the farmers and ranchers. There are not enough inspectors to monitor the quality of imported milk. We don’t have strong relationships with the USDA. We don’t have the land to establish dairies.
We need agriculture in order to be sustainable. In a way, agriculture and farmers are like the "security" of the state.

Meredith Ching – Alexander and Baldwin (large landowner)

Large landowners face the same problems as small farms. The lack of rainfall in the past decade has had a cumulative effect on island crops. 2008 was the driest year over the past 85 years. In addition, the state has been in a prolonged drought for the past decade, with the past two years being exceptionally dry.

Yvonne Izu – Hawaii Farm Bureau, former state water commissioner

The legislature needs to amend the state water code law. The East Maui decision is a perfect example of how the water code does not support agriculture. This is one way the legislature can help farmers without spending money. Farmers do not have hope that agriculture can survive in this state.

Richard Ha – President, Hamakua Springs

The world has changed. He has had to lay off 20 workers recently. He says you can tell that farming is bad when fertilizer sales go down. Fertilizer sales have been going down since last spring. There is, however, an opportunity to use agricultural lands for energy crops. A bill passed last year allows farmers to finance loans for energy projects, although this may not be quite enough incentive to bring more people into farming.
He has a blog now. "These days, you gotta blog if you’re a farmer."

Eric Tanouye – Greenpoint Nursery
Tanouye’s 20-year-old son is in college and has said that he wants to work in the family business. This excites Tanouye because it would mean three generations working in the business. Tanouye is also the President of the Florists and Shippers Association and he has visited members across the state on all the islands. All of them face very difficult times. It is unprecedented.

Kylie Matsuda – Matsuda and Fukuyama Farms in Kahuku

She represents the 4th generation of farmers in Kahuku. She has a degree in Tourism Industry Management, but wanted to go back and be part of the family farm business. Her parents did not want her to do it, but she wanted to use her tourism expertise and expand the business into agri-tourism. She had to fight to get her job at the farm. She feels that farming can become viable again if you consider value-added products which will bring additional dollars.
For example, tourists can’t take home fresh fruits and vegetables, but they take back dried fruit, jams and jellies, and other products. There are also farm-related activities to market.
What can be done? Some suggestions:
*Clarify the state policy on water. The East Maui decision seemed to put farmers at a lower level of beneficiary than others. The water commission needs to understand the importance and value of the agriculture industry to the state.
*Provide tax credits for new farmers. Incent farmers to start farming.
*Support more farmers’ markets. It provides more revenue and forces farmers to interface with their market and the public, and through dialog, they can improve their product and have fun talking to people.
*Dean Okimoto summarized: He wanted to make it clear that the farmers are not looking to the legislature to solve all their problems. However, the legislature can be helpful in making other industries and the general public more aware that farming is critical to our state. Right now, tourism does not appreciate or support agriculture. Someone needs to hold their (tourism’s) feet to the fire in helping agriculture.
Chair Clift Tsuji and Chair Ken Ito expressed their appreciation to the farmers for coming today; they understood the gravity of the situation. They will be using the information from the briefing to propose legislation for the 2009 session.

Fruits

Bananas
On the Big Island, mostly cloudy and rain-filled days slowed growth and fruit development during the week. The reduced sunlight also kept temperatures on the cool side. Incidences of Banana Bunchy Top virus remain isolated in the Puna and Kona areas. Overall, orchards in eastern sections of Hawaii County were in generally good condition. Oahu?s banana orchards were in fair condition. Fields in the leeward and central areas of Oahu made fair to good progress. Windward Oahu fields were in fair condition as cloudy conditions and cooler temperatures continued to slow crop progress and reduce yields. Kauai?s orchards were in fair condition. Harvesting was anticipated to remain steady during the coming weeks. Stripped leaves, as well as cooler temperatures and overcast skies, continued to slow crop development and fruit ripening.

Papayas
Cool, wet conditions slowed orchard growth and fruit development on the Big Island. Orchards in the Puna district remained in fair to good condition. New seedlings established quickly with the high rainfall. Active flowering was evident in most fields, but the heavy rains made fieldwork difficult. Spraying will have to be maintained once the weather clears. Orchards on Oahu were in fair to poor condition. Spraying to control disease and insect infestations remained steady. Kauai?s orchards made fair progress during the week. Acreage for harvest is relatively small, and overall pickings are forecast to remain light. Spraying for disease control was delayed because of inclement weather conditions.

Agricultural Highlights

Fruits

Bananas
Steady rain later in the week saturated most fields in windward areas of the Big Island. Most orchards were in good condition, and field work was only slightly hampered by the wet conditions. Banana Bunchy Top virus incidence remained isolated to the Puna and Kona areas. Oahu orchards were in good to fair condition. Leeward and central orchards were in good condition. Moderate to heavy irrigation levels prevailed as showers were not enough for irrigation. However, overcast conditions decreased the plant?s water needs. Windward Oahu fields were in fair to good condition with light supplies. Overall harvesting on Oahu was expected to be at moderate to heavy levels as the shorter day length and slightly cooler temperatures have slowed ripening. Kauai?s orchards were in fair to good condition. Overcast skies and cooler temperatures slowed fruit ripening slightly.

Papayas
On Oahu, fruit development and ripening were fair to good. Overcast skies and shorter day length were affecting the crop. Orchards on Kauai made fair to good progress during the week. Pickings continued at moderate to light levels from several fields in active harvest. Big Island orchards were in fair to good condition. Soil moisture was high due to almost daily rainfall in the Puna area. Young orchards continued to develop, and seedlings were growing rapidly. Flowering was continuous. Virus problems still plagued selected fields in Puna and some heavily infested areas appeared to be abandoned.

Vegetables

Chinese Cabbage
On the Big Island, weeds were still competing with the crop in selected fields. Planting and field activities were steady. Heavy irrigation was needed to maintain crop progress. Overall, the Big Island crop was in fair to good condition.

Head Cabbage
On Oahu, harvesting is anticipated to be light. Insect infestation was light with regular spraying keeping good controls. On the Big Island, weed growth was still competing with the crop in selected fields. Planting and field activities were steady. Heavy irrigation was needed to maintain crop progress. Overall, the Big Island crop was in fair to good condition.

Sweet Corn
Windward and central Oahu fields continued to make good progress under fair weather conditions and heavy irrigation. Production is forecast to be at moderate to heavy levels for the upcoming week. Corn plantings in windward areas of the Big Island received a boost in growth when relatively dry conditions were relieved by this week?s rain. The added soil moisture and mostly sunny days boosted growth of young seedlings. Harvesting was mostly for on-island sales.

Cucumbers
On Oahu, pressure from insect infestation was at light to moderate. Harvesting was active in several fields, and overall production levels are expected to be moderate to heavy.

Kauai?s orchards were in fair to good condition. Passing showers provided favorable soil moisture for most orchards. Spraying for insect infestation was on a regular schedule.

Papayas
Big Island orchards were in fair to good condition. Soil moisture was maintained by light passing showers and some cloud cover during the week. Steady flowering was noticed. Recent spray activity has reduced weed growth in some orchards. Young orchards were progressing rapidly. Overall harvesting was at a moderate level on Oahu. Some orchards were being re-worked for future harvest after being damaged by a wildfire. In other areas, fruit development and ripening were fair to good with relief from the high temperatures favoring crop progress. Orchards on Kauai continued to make fair to good progress during the week. Pickings continued at moderate to light levels from several fields in active harvest.

Vegetables

Head Cabbage
Some Big Island fields showed rapid weed growth competing with the crop, but overall crop conditions were fair to good. Planting has been steady during the week Heavy irrigation was needed to maintain progress. Maui?s crop continued to make steady progress and was in good condition. Quality was reportedly good. Insect pressure remained relatively low and damage by insects was under control with timely spraying. Growth and development slowed, but production was being adjusted to stabilize a consistent supply into the marketplace. On Oahu, harvesting will be light. Insect infestation was light with regular spraying keeping populations under control.

Sweet corn
Harvesting from Oahu fields is expected to be at moderate to heavy levels as several fields were in active harvest. Pressure from insect infestation was at light to moderate levels.

Other Crops

Coffee
The coffee crop in the Ka`u District of the Big Island was progressing well, and harvesting was active in most orchards. Regular moisture over the slopes benefited bean development. Outlook for the crop was generally good. There have been reports of a later than normal season. Kauai?s orchards were in good condition due to favorable weather during the week. Mostly sunny days prevailed with beneficial rains which kept the reservoirs supplied for irrigation. Overall soil moisture was good and helped to ensure normal crop development. Coffee harvesting has also started on Molokai where fields have been rejuvenated.

Jack-O-Lantern Pumpkins
Active harvesting of pumpkins and gourds continued on Oahu as Halloween nears. Sunny and dry conditions allowed the crop to make good progress with good fruit set and sizing.

Sugarcane
On Kauai, harvesting has ended for the season. Planting activities are expected to continue for several more weeks. Favorable weather conditions, including rain at the upper elevations, kept reservoir levels and ditches supplied which allowed for adequate irrigation for good crop progress. Steady harvesting continued on Maui. Generally dry weather in the Central areas aided harvesting activities.
