Farmers say tax changes pose threat


MAKAWAO – Upcountry farmers said this week that they have concerns about proposals to change the way agricultural lands are taxed.

A number of landowners said any changes that increased what they pay in property taxes could put small farmers and ranchers out of business. Others questioned how the proposal would affect people who stop farming because of old age.

“I’m retired, and I’m worried about how we’re going to afford this,” said former persimmon farmer Blanche Ito. “All of a sudden, we’re faced with this new bill that might increase my taxes, and that concerns me.”

Ito was among around 40 residents who attended a special meeting of the Maui County Council Budget and Finance Committee on Monday night at Kalama Intermediate School in Makawao.

The committee is considering legislation that would tax the land under a home on an agricultural lot in the same way as a regular residential property.

Currently, an agricultural house lot is taxed as a percentage of the larger parcel’s total value, often resulting in a significantly lower amount than what a similar lot in a residential neighborhood would be worth. Council members have said the measure would be a first step in bringing more equity to the property tax system.

Lucky we live Hawaii, but we can learn a lot from gardeners on other tropical islands. Right now, we are in the Dominican Republic working with farmers on a project sponsored by the Florida Association for Volunteer Action in the Caribbean and the Americas, or FAVACA.

Voltaire Moise, who is from Haiti, is working on the uses of edible crops while I work on some of the production problems. Like the folks in the Dominican Republic, we in Hawaii can grow almost anything. We have many climates, depending on elevation and whether you are on the rain-swept eastern side or the dryer leeward part of the island.

Below 2,000 feet we grow the tropicals and above we can grow the warm, temperate and even cool season crops. Tropical fruits are the favorite for most, since they are varied and unusual.

Many of these fruits are high in vitamins, minerals and energy.

So instead of popping vitamin pills every day, we should consider fruit. Those vitamin pills on your shelf, besides being pretty expensive items, are not nearly as palatable and eye appealing as fresh fruit — especially when it is grown in your own backyard. Farmers urge more review of tax system


WAILUKU – Maui County Council members heard from farmers this week asking them to take more time before making changes to the county’s agricultural property tax laws.

The council Budget and Finance Committee met Tuesday to discuss a proposal that would carve out the land under a home on agricultural property and require it to be taxed in the same way as any other residential lot. Council members supporting the measure said it would make the property tax system more fair and equal for all residents.

But many farmers said they were concerned about any changes that would likely increase what they pay in property taxes.

“We have a tax equity issue,” said Darren Strand, president of the Maui County Farm Bureau and Haliimaile Pineapple Co. “As a business operator, that’s not my issue. My issue is, any increase in taxes is going to hurt my bottom line.”

He echoed others in calling for more review.

“There just hasn’t been enough time for us to process (this) and really get the information out,” he said.

Council members agreed, deciding to defer discussion of the issue and schedule nighttime meetings in the community before taking action.

“There’s a lot of concern out there, and I’d like to take a little extra time to have people get their questions answered,” said Council Member Mike White, who introduced the legislation and has spearheaded discussion of disparities in the agricultural property tax system.

Under White’s proposal, the county would tax the “house lot” on agricultural property based on its fair market value, as if it were a stand-alone lot.

That would be a significant change from the current system, in which the county estimates the value of the house lot only as a percentage of what the entire property is worth.

The change would likely increase property taxes on a number of agricultural house lots, which under the current system often pay less in taxes than lots of the same size in residential areas.

Mauians love his ripe, juicy Kula strawberries and his sweet, round Kula onions. He’s even launching a pumpkin patch in October, complete with a corn maze or labyrinth, for those in the Halloween state of mind.

But Chauncey Monden, 38, of Kula Country Farms, is not your typical farmer.

In fact, the average age of a Maui farmer is 62.5. Before they age more and retire, we’d better get the younger generation excited about that field, or Maui’s farming lifestyle may just go the way of the dinosaurs.

“It’s a hard life,” says Monden. “With weather, bugs, water bills, taxes, rocky soil, sloped ground, farmlands being sold off, houses encroaching, dust and competition with Mexican and other farmers, it’s tough.”

Maui County Farm Bureau Presents Maui Ag Day


The Maui County Farm Bureau (MCFB) will present the second annual Maui Ag Day with a focus on “Understanding Food Safety Certification” on Friday, Aug. 26, from 8 a.m. to 1 p.m. at Hāli‘imaile Pineapple Company located at 872 Hāli‘imaile Road.

The trade show, panel discussion, tour and parking are free and open to the general public.

The day opens with the trade show and continental breakfast. At 9 a.m., the event will feature a Food Safety Certification Panel Presentation by three Maui farmers who have completed the Food Safety Certification process: Heidi Watanabe of Watanabe Processing, Geoff Haines of Pacific Produce and Brian Igersheim of Hāli‘imaile Pineapple Co. At 10:30 a.m., tour of Hāli‘imaile Pineapple Company facilities and pineapple fields. A Grown on Maui lunch will be provided to MCFB members at 11:45 a.m.; non-members may purchase lunch. Tougher penalties, product tracking considered to curb agriculture crimes


Fighting farm theft and vandalism is getting a closer look by state officials in the wake of high-profile cases.

Tougher penalties, rural neighborhood watch and product tracking from field to vendor are among the ideas to combat a growing and troublesome trend.

Whether it’s theft of produce or vandalism on a massive scale, agricultural crime is becoming center on the state’s radar.

“It was the vandalism that really led to all of the interest, because we’ve have three incidents that we know of, so it’s kind of building,” said State Agriculture Director Russell Kokubun.

The crimes range from brazen papaya crop destruction on Oahu and the Big Island, to pineapple theft on Maui.

Maui Ag Day to focus on food safety certification

HALIIMAILE – The Maui County Farm Bureau will host the second annual Maui Ag Day with a focus on understanding food safety certification from 8 a.m. to 1 p.m. Friday at Haliimaile Pineapple Co.

The trade show, a panel presentation on food safety, tour and parking are free. That event will be held at 872 Haliimaile Road.

A “Grown on Maui” lunch is free for Maui County Farm Bureau members. There is a fee for nonmembers.

6 isle farms sued for labor practices


Federal authorities have filed a civil lawsuit accusing six Hawaii farms of “unlawful employment practices” in association with federally indicted farm labor contractor Global Horizons Manpower Inc.

Global Horizons’ owner and employees are already facing several forced labor criminal charges in what’s been called the most sweeping labor prosecution in U.S. history, but no farms were implicated in the crimes.

However, the U.S. Equal Employment Opportunity Commission alleges that supervisors from the six island farms and two others in Washington state were “engaged in, and more importantly knew of, or should have known that this was going on, and took no action to remedy it.”

The Hawaii farms are Captain Cook Coffee Co., Del Monte Fresh Produce, Kauai Coffee Co. Inc., Kelena Farms Inc., Mac Farms of Hawaii LLC and Maui Pineapple Co. The lawsuits were filed Tuesday in Hawaii and Washington.

Global Horizons is also named in the lawsuit. In Washington state, the two farms charged are Green Acre Farms and Valley Fruit Orchards.

Aloun Farms, named in the federal indictment against Global Horizons, was not implicated in the EEOC lawsuit. Aloun Farms owners Alec and Mike Sou still face separate federal forced labor charges in a case unrelated to Global Horizons. Continue reading ‘6 isle farms sued for labor practices’

Feds say firm abused Thai farm workers in Hawaii, Washington


The U.S. Employment Opportunity Commission announced today that it filed lawsuits in Hawaii and Washington state against Global Horizons Inc., a Beverly Hills-based farm labor contractor, and eight farms, including six in Hawaii.

The agency said Global Horizons brought more than 200 men from Thailand to work on farms in Hawaii and Washington, where they were subjected to severe abuse.

The EEOC contends that Global Horizons engaged in a pattern or practice of national origin and race discrimination, harassment and retaliation. Hundreds of additional potential claimants and witnesses are expected, the EEOC said.

The agency said the Thai workers were assigned to work at these farms in Hawaii: Captain Cook Coffee Company, Del Monte Fresh Produce, Kauai Coffee Company, Kelena Farms, MacFarms of Hawaii and Maui Pineapple Farms.

The Washington state farms named in the lawsuits are Green Acre Farms and Valley Fruit Orchards.

The lawsuit follows criminal charges brought against Global Horizons last year. The U.S. government in September indicted Global Horizons owner Mordechai Yosef Orian and others with exploiting about 400 Thai workers in forced-labor conditions from May 2004 to September 2005. The story of Maui’s Winery is a great story of sustainability. In 1974, in collaboration with Californian Emil Tedeschi, Ulupalakua Ranch began growing grapes, remaining true to the area’s agricultural heritage. While waiting for the grapes to mature, they decided to develop a sparkling wine made from the plentiful pineapples on Maui. A scant amount of this wine was produced, but the public response to the wine was so positive that it was decided to pursue the endeavor of making a still pineapple wine. Three years later, Tedeschi Vineyards released a Maui Blanc pineapple wine from local fruit. In 1984, after years of labor and development, the first grape product was released: Maui Brut Sparkling.

Over the years, Maui’s Winery enjoyed a successful partnership with Maui Pineapple Company, obtaining juice from their pineapple operations. After Maui Pine sold its production assets to Hali‘imaile Pineapple Company in 2009, the winery was able to buy the juicing equipment and bring it to Ulupalakua. Grants awarded to 210 projects


HONOLULU – The Hawai’i Tourism Authority, in partnership with Hawaii’s four county governments, has selected more than 120 events and projects statewide to receive funding under its County Product Enrichment Program for 2011.

CPEP was created in 2002 to strengthen and diversify Hawaii’s tourism product and provide a quality visitor experience.

Maui County programs to receive money are:

Island Kitsch: Pineapple Fields Forever

What would Hawaii be without pineapple?

Recently I picked up a copy of Hawai’i Magazine while I had some time to kill. It had an article about the Hali’imaile Pineapple Company, Ltd. saving pineapple production on the island of Maui. For most people, this would be of passing interest. For me, it was like Christmas all over again.

I’ve worked the pineapple fields of Maui Land and Pine. I still remember where I was when I learned that the company was ceasing its pineapple operation. It was a very sad day. Hawaii and pineapple are forever associated with a really special time in my life. As I get older, I recognize that while some things may not be 100% perfect for the bottom line, they are worth preserving to maintain our connection to our roots. Pineapples and Mainland travel – FlyerTalk Forums

We always check 3-6 in our luggage. When I tell the ag inspectors that I have pineapples in my luggage and ask if they want to see them, they always say don’t bother. The pineapples have always made the trip back fine.

Easy to buy the Maui Golds at Costco – usually around $3 each. Just remember the extra weight in your luggage – one of our suitcases with the pineapples weighed in at 55 pounds. When I told the agent the pineapples put us over, she just laughed and put an overweight sticker on the bag. No extra fees.

May be a pain – but I don’t know anyone who doesn’t appreciate a pineapple brought back from Hawaii!

VICTORIO Palaslas Layaoen came all the way from Batac, moved to Oahu, then to Kauai, then to the Big Island, and then finally to Maui, and never left until he passed on to the next life.

It is a story of courage. It is also a story of a life lived to the fullest.

Born on August 28, 1908 in then a very rural Batac, a town south of Laoag City, in the Philippines, at 19 and restless for something bigger and grander than what Ilocos in those days could offer, he took the plunge to go to Hawaii.

That was in 1928. From Port Salomague in Cabugao, he took the S. S. President Lincoln, and in the rough seas, thought of a peaceful, productive life somewhere in the islands yonder where sugarcane plants and pineapples grew in abundance.

He landed in Oahu, worked there some time; he moved on to Kauai, worked there for some time; he moved to the Big Island, worked there for some time; and then finally, moved to Maui where he worked forever until he retired in 1974 at 65.

Maui was his kadagaan—that Ilokano mindset that talks about the land that is yours for the keeping, at least metaphorically, if not literally. He worked for the HC&S and lived at McGerrow Camp. Hawaiian Adventures Part 1: Maui

I had previously promised to share my stories and experiences from Hawaii, and now that I’ve been back at home in Texas for nearly 6 weeks, I think I’m ready to do just that. Any sooner would have been too painful for me. You see, my brief time (just under three weeks) spent in Hawaii opened up a new realm of self to me. I got to ooh and ahh over breathtaking scenery and experience deep gratitude and appreciation for this earth and everything God has put in it unlike I ever have before. I got to revel in my surroundings and listen to my inner thoughts. All the while sipping a mai tai of course. It was exactly the vacation that I needed- plenty of solitude and relaxation mixed with gluttony and adventure.

My Hawaiian vacation consisted of two legs: a week spent in Maui and a week (which “accidentally” turned into 11 days- we’ll get to that later) on the Big Island. I’m lucky enough to have a grandmother who lives in Wailuku, Maui, but unlucky enough to have only been to visit her once when I was 16. I decided that I was indeed due for a visit. She graciously showed me around her beautiful island and introduced me to my favorite town in Maui- Paia, which is a charming surfer’s village with this hippie-esque vibe that I found completely groovy. I spent a few days wandering around Kihei, Lahaina and Kaanapali Beach lounging, sunbathing, reading, eating, people watching. I like the down time every now and then where I can just sit and absorb what’s going on around me. However, I like the thrill of adventure just as much. And I feel like my time is better spent sharing the details of that part of my trip as compared to talking about how many times I flipped from my stomach to my back trying to maintain an even tan.
