Budget cuts have left California with fewer inspectors and made that state more prone to slap sanctions on importers when pests are discovered. Hawai’i may also lose inspectors if the state lays off workers in November as planned to balance its budget.

Five key agricultural officials sent a warning letter this month to hundreds of Hawai’i growers and shippers who sell flowers, foliage, herbs, vegetables, potted nursery products and fruit, alerting them to the potential risk of not cleaning up their shipments.

"Anyone that currently ships to California can be the ‘last straw’ that triggers the decision by California to impose severe restrictions on the movement of all products from Hawai’i into the California market," the letter states.

The Oriental Fruit Fly

The adult Oriental fruit fly is somewhat larger than a housefly, about 8 mm in length. The body color is variable but generally bright yellow with a dark "T" shaped marking on the abdomen. The wings are clear. The female has a pointed slender ovipositor to deposit eggs under the skin of host fruit. Eggs are minute cylinders laid in batches. The maggots (larvae) are creamy-white, legless, and may attain a length of 10 mm inside host fruit.

The Oriental fruit fly has been established in Hawaii since 1946 where it is a major pest of agriculture, particularly on mangoes, avocados and papayas. Maggots have been found in over 125 kinds of fruit and vegetables in Hawaii alone. A great number of crops in California are threatened by the introduction of this pest, including pears, plums, cherries, peaches, apricots, figs, citrus, tomatoes and avocados. It has been estimated that the cost of not eradicating Oriental fruit fly in California would range from $44 to $176 million in crop losses, additional pesticide use, and quarantine requirements.

Females lay eggs in groups of three to 30 under the skin of host fruits; the female can lay more than 1,000 eggs in her lifetime. Maggots tunnel through the fruit feeding on the pulp, shed their skins twice, and emerge through exit holes in approximately 10 days.

The larvae drop from the fruit and burrow two three cm into the soil to pupate. In 10 to 12 days, adults emerge from these puparia. The newly emerged adult females need eight to 12 days to mature sexually prior to egg laying. Breeding is continuous, with several annual generations. Adults live 90 days on the average and feed on honeydew, decaying fruit, plant nectar, bird dung and other substances. The adult is a strong flyer, recorded to travel 30 miles in search of food and sites to lay eggs. This ability allows the fly to infest new areas very quickly.

In excess of 230 fruits and vegetables have been attacked. Fruit that has been attacked may be unfit to eat as larvae tunnel through the flesh as they feed. Decay organisms enter, leaving the interior of the fruit a rotten mass.

CTAHR dean details impacts of ag. inspectors layoffs

Andrew Hashimoto, dean and director of the College of Tropical Agriculture and Human Resources (CTAHR) at the University of Hawaii at Manoa, gave the following testimony to the Senate Ad-Hoc Committee about the potential impacts of laying off  Department of Agriculture staff.

I am pleased to provide personal testimony relating to the potential impacts on the community and agricultural industry on the Big Island, arising from the anticipated reduction and possible elimination of the Hawaii Department of Agriculture’s Plant Quarantine Branch. This testimony does not represent the position of the University of Hawaii or CTAHR.  

Background 

The Hawaii Department of Agriculture (HDOA) has 329 “permanent” employees, of which 118 (approximately 36 percent) have received notices for layoff. 

The Plant Quarantine (PQ) Branch will be especially hard hit. It has a total of 78 inspectors and 16 technicians (aides).

Of that, 50 inspectors and two technicians (all general funded) have been given notices. The remainder (11 inspectors and 14 technicians) are paid from special funds.

Most of the inspectors to be laid off will be from the neighbor islands. Information on the number of layoffs for each of the other HDOA branches is not known. The impact of the layoff in the PQ branch is discussed.

The Rodney Dangerfield of the Economy

The room was packed, and the message came through loud and clear at the informational briefing this morning on the state of Hawaii’s agriculture industry. It was a joint meeting of the Committees on Agriculture and Water, Land & Ocean Resources.
The industry faces its more critical period ever, and without significant changes, agriculture as we know it, may cease to exist in Hawaii in the near future. Here are some of the highlights from the briefing:

Dean Okimoto – President of Hawaii Farm Bureau, Owner of Nalo Farms

Nalo Farms is at great risk. Okimoto has been working on an expansion project for a few years which he hopes to open on Monday. He has poured much of his savings into the project as he has had to pay off a loan with no incoming project revenue for the past 15 months. He says that it feels like he is losing business, not gaining business, and even the farm itself is not doing well.
The danger for the industry is that once we lose a farm, it never comes back. Nalo Farms is not alone. Several farms have closed in recent months. Part of the problem is that agriculture is like "the Rodney Dangerfield of the economy" – it gets no respect. In particular, Hawaii’s tourism industry is highly dependent on agriculture, but Okimoto believes that there is little recognition from the tourism industry, nor collaboration between the two industries.

Buddy Nobriga – President of Nobriga Ranch

Nobriga contends that the Hawaii Department of Agriculture is one of the smallest Ag Departments in the nation. The state needs a larger, stronger department that can help the farmers and ranchers. There are not enough inspectors to monitor the quality of imported milk. We don’t have strong relationships with the USDA. We don’t have the land to establish dairies.
We need agriculture in order to be sustainable. In a way, agriculture and farmers are like the "security" of the state.

Meredith Ching – Alexander and Baldwin (large landowner)

Large landowners face the same problems as small farms. The lack of rainfall in the past decade has had a cumulative effect on island crops. 2008 was the driest year over the past 85 years. In addition, the state has been in a prolonged drought for the past decade, with the past two years being exceptionally dry.

Yvonne Izu – Hawaii Farm Bureau, former state water commissioner

The legislature needs to amend the state water code law. The East Maui decision is a perfect example of how the water code does not support agriculture. This is one way the legislature can help farmers without spending money. Farmers do not have hope that agriculture can survive in this state.

Richard Ha – President, Hamakua Springs

The world has changed. He has had to lay off 20 workers recently. He says you can tell that farming is bad when fertilizer sales go down. Fertilizer sales have been going down since last spring. There is, however, an opportunity to use agricultural lands for energy crops. A bill passed last year allows farmers to finance loans for energy projects, although this may not be quite enough incentive to bring more people into farming.
He has a blog now. "These days, you gotta blog if you’re a farmer."

Eric Tanouye – Greenpoint Nursery
Tanouye’s 20-year-old son is in college and has said that he wants to work in the family business. This excites Tanouye because it would mean three generations working in the business. Tanouye is also the President of the Florists and Shippers Association and he has visited members across the state on all the islands. All of them face very difficult times. It is unprecedented.

Kylie Matsuda – Matsuda and Fukuyama Farms in Kahuku

She represents the 4th generation of farmers in Kahuku. She has a degree in Tourism Industry Management, but wanted to go back and be part of the family farm business. Her parents did not want her to do it, but she wanted to use her tourism expertise and expand the business into agri-tourism. She had to fight to get her job at the farm. She feels that farming can become viable again if you consider value-added products which will bring additional dollars.
For example, tourists can’t take home fresh fruits and vegetables, but they take back dried fruit, jams and jellies, and other products. There are also farm-related activities to market.
What can be done? Some suggestions:
*Clarify the state policy on water. The East Maui decision seemed to put farmers at a lower level of beneficiary than others. The water commission needs to understand the importance and value of the agriculture industry to the state.
*Provide tax credits for new farmers. Incent farmers to start farming.
*Support more farmers’ markets. It provides more revenue and forces farmers to interface with their market and the public, and through dialog, they can improve their product and have fun talking to people.
*Dean Okimoto summarized: He wanted to make it clear that the farmers are not looking to the legislature to solve all their problems. However, the legislature can be helpful in making other industries and the general public more aware that farming is critical to our state. Right now, tourism does not appreciate or support agriculture. Someone needs to hold their (tourism’s) feet to the fire in helping agriculture.
Chair Clift Tsuji and Chair Ken Ito expressed their appreciation to the farmers for coming today; they understood the gravity of the situation. They will be using the information from the briefing to propose legislation for the 2009 session.

Local company grows sunflowers for research

WAIALUA (KHNL) – It’s easy to find sunshine just about anywhere in Hawaii. If you’ve ever taken a drive to Waialua on the north shore, a field of bright yellow flowers will surely put a smile on your face. Unfortunately, these beauties are not for sale.

Sunflowers set off a glow of sunshine across this forty acre parcel of land. The flowers stand tall, with their full round faces pointing toward the bright sun in the eastern sky.

“Perfect year round growing conditions, no extreme highs, no extreme lows relatively stable weather conditions throughout the year,” said Alika Napier of Pioneer Seed.

Pioneer Plant Seed Hawaii grows these sunflowers, for research. It’s a form of quality control. Researchers visually monitor the plants for uniformity. As the plants grow they also look to see if there are any genetic changes due to the environment.

“From there it’s just monitoring for insects, pests, diseases, fertilizing the crop, irrigation and it basically grows itself,” said Napier.

Data collected is forwarded to a main office in California. Because of Hawaii’s perfect growing conditions, the islands play a vital role in growing and gathering research.

“We send the product here to grow up and what it is we’ll have people come by and look at the flower and see if it meets the desired traits,” said Napier.

Eight to ten different varieties of sunflowers are grown here.

The ideal weather also allows the company to monitor other types of vegetables grown here during the year.

Bananas
On the Big Island, mostly cloudy and rain-filled days slowed growth and fruit development during the week. The reduced sunlight also kept temperatures on the cool side. Incidences of Banana Bunchy Top virus remain isolated in the Puna and Kona areas. Overall, orchards in eastern sections of Hawaii County were in generally good condition. Oahu?s banana orchards were in fair condition. Fields in the leeward and central areas of Oahu made fair to good progress. Windward Oahu fields were in fair condition as cloudy conditions and cooler temperatures continued to slow crop progress and reduce yields. Kauai?s orchards were in fair condition. Harvesting was anticipated to remain steady during the coming weeks. Stripped leaves, as well as cooler temperatures and overcast skies, continued to slow crop development and fruit ripening.

Papayas
Cool, wet conditions slowed orchard growth and fruit development on the Big Island. Orchards in the Puna district remained in fair to good condition. New seedlings established quickly with the high rainfall. Active flowering was evident in most fields, but the heavy rains made fieldwork difficult. Spraying will have to be maintained once the weather clears. Orchards on Oahu were in fair to poor condition. Spraying to control disease and insect infestations remained steady. Kauai?s orchards made fair progress during the week. Acreage for harvest is relatively small, and overall pickings are forecast to remain light. Spraying for disease control was delayed because of inclement weather conditions.
